The parking lot at Blowing Rock's Shoppes on the Parkway, the Tanger Outlet Center, was jammed to overflowing. Cars with anxious drivers circled the parking lot, then circled the entire complex, looking for a parking space, breathing a sigh of relief and jerking to a stop when an SUV's back-up lights flash on and space is vacated.
