By David Rogers. January 22, 2017. BLOWING ROCK, NC — Two things stood out about the surprise “retirement” party for outgoing Blowing Rock Town Manager Scott Fogleman on Saturday: Love and Appreciation.

From a sumptious feast of finger foods, to a Fogleman “look a like” cake creation, to one of the most entertaining commemorative videos produced by Blowing Rock town staff — featuring a “rap” song by Parks and Rec Director Jennifer Brown and technically crafted by Emergency Services Director Kent Graham — it was readily apparent that in his brief three and a half year tenure as the administrative head of the village government that Fogleman has endeared himself with Town employees, and that his municipal management and finance know-how are appreciated by civic leaders and residents alike.

Starring a number of Town staff with a background “rap” by Jennifer Brown, a highly entertaining video had the group in belly laughs and some in tears.

More than 100 town employees, residents and business owners took part in the celebration, planned as a surprise party, at the American Legion Building in downtown Blowing Rock on Friday afternoon.
